MENA Regional Finance Coordinator – Libano
Location: based in Beirut, Lebanon, with frequent missions to other countries (Palestine, Syria, Tunisia) and 1 month in HQ-Italy.
Job Title: MENA – Regional Finance Coordinator.
Type of contract: 12 months renewable (including 3 months as probation period).
Starting date: 1st October 2019.
Monthly gross salary range: 3.600-3.900 Euros.

GVC is an Italian NGO founded in 1971 active in international development and humanitarian aid projects to return dignity to entire communities, to fight poverty and injustice so that the fundamental rights of every person can be recognised.
GVC is working in Lebanon since 2006 in emergency, development and LRRD activities. The main sectors of interventions in the area are Education, Protection, WASH, Shelter, Livelihood. But since the beginning of 2013 is mainly active in the country responding to the impact of the Syrian crisis both in direct support of the refugees as well as the hosting communities implementing Multi-sectorial Emergency Response.
The presence of GVC in Syria dates back to 2011, with an emergency education intervention in favour of Iraqi refugees in Aleppo. The programme aimed at improving the quality and the accessibility of educational services for students with special needs in 12 primary schools in Aleppo. Since 2014, GVC has been providing humanitarian assistance to the Syrian population and IDPs with interventions in different sectors such as Education in Emergency and Wash.
GVC has been working in Tunisia since 2012, focusing in different sectors such as human rights and freedom of expression; gender equality and CSOs support. Since 2015, the office in Tunisia covers the mission in Libya. GVC has started working in Libya through two regional programs funded by the EU. The first one focusing on empowering civil society organizations fostering governance and democratic processes; the second one, still ongoing, aimed at promoting human rights and gender balance through researches, capacity building of civil society organizations and the dissemination of audio-visual material.

At present, the main donors in Middle East Countries are EU (DEVCO, EACEA, ECHO, NEAR), United Nations (OCHA, UNHCR, UNDP, UNICEF, WFP, FAO) and individual countries (AICS, JICA, France and Dutch Embassies, The Italian Cooperation and Bolzano Autonomous Province) as well as by private donors and foundations.
Scope of the job
GVC is recruiting a Regional Finance Manager – MENA Programs who works under the direction of the International Programmes Finance Coordinator. The role of the Regional Finance Manager – MENA Programs requires, throw the coordination of Country Finance Managers, the management and responsibility of all financial, administrative and accounting processes related to the Programmes implemented in the Region.
Main responsibilities
Budgeting
The Regional Finance Manager will:
- Collaborates in the preparation of project budgets and coordination countries budgets and their periodic review;
- Contribute to verify the congruity with donor rules, with the country’s core budgets and with the HQ core budgets.
Core budget management
The Regional Finance Manager will be responsible for:
- Preparing countries expatriates core budgets providing the Program Management with the necessary support for a complete analysis and ensuring coordination with the General Accounting Office and HR office.
The Regional Administrative Coordinator will collaborate with:
- Countries in defining the core country budget (e.g. local staff, renting offices, renting cars, utilities, etc.);
- Line Manager in preparing the HQ core budget by analyzing the budgets of his/her projects and planning the allocations of the costs for the project accounting.
The Regional Administrative Coordinator will guarantees:
- Coordination on all this aspects with the countries, ensuring the correct use of budget resources as planned – check the correct project costs allocation to projects accounting;
- Monitoring countries economic results, monitoring information related to administrative costs, co-financing and HQ costs allocation.
Financial plan
The Regional Finance Manager will:
- Approves the financial planning of the projects received from the countries, entering into the merits and evaluating aspects such as (but not limited to): core budget sustainability, partners monitoring, verification of other costs not related to procurement and, where necessary, verification with respect to the procurement table, forecasts of under/overspending on projects, consistency of project report with respect to donors rules;
- Contributes to the definition of the global financial plan providing information relating to the financial plans of the costs of each project and to the expected takings;
- Collaborates with the Area Coordinator with the aim of sharing standard formats and standard planning procedures.
Accounting
The Regional Finance Manager will:
- Collaborates and advises countries for the regular and daily keeping of accounts;
- Provides advice on the correct document filing system;
- Reviews the accounting of the countries;
- Collaborates in the development of the accounting program proposing changes, improvements and collaborating in test operations;
- Be responsible for countries accounting approval for the purposes of the construction of the interim and annual budgets.
Financial reporting
The Regional Finance Manager will:
- Controls the financial reports’ deadlines and their compliance;
- Provides support to countries in preparing financial reports;
- Collaborates in the dissemination of good practices and relevant reports regarding the correct presentation;
- Carries out a sample check of the expenses incurred;
- Be responsible for verifying the financial reports’ congruity with donor’s and internal rules.
Audit process
The Regional Finance Manager will:
- Support countries for the correct execution of annual accounting audits carried out by/on request of the competent local authorities, providing information regarding accounting;
- Be responsible for ensuring the correct execution of the external verification of expenses where requested.
Essential requirements
Qualifications and Knowledge:
- Degree in Economics, Political Science or related fields;
- Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS);
- Language requirements: Knowledge of Italian, fluency in English.
Professional Experience:
- At least 5 years of relevant working experience in a finance/accounting role overseas in the NGO sector;
- Experience in budgeting and budget monitoring;
- Experience in management control;
- Experience in managing grant contracts for emergency/post-emergency projects;
- Experience in following activities related to external audits and expenditure verifications;
- Experience in using accounting software.
Skills and Abilities
- Accountancy skills;
- Skills in financial planning;
- Excellent computer skills including full working knowledge MS Office and Internet;
- Ability to monitoring and prepare financial reports;
- Problem-solver approach with demonstrated resourcefulness in setting priorities and creating efficiencies;
- Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues;

Desiderable requirements
- Previous experiences at HQ level would be considered an asset;
- Previous experience in Middle East countries would be considered an asset;
- Knowledge of French would be considered an asset.
